Research and development (R&D) is creative work conducted systematically to increase the stock of knowledge

budgeted and accounted for. R&D for the purposes of this survey includes expenditures for “organized research,” as
defined by 2 CFR 220 (OMB Circular A-21), and expenditures from other accounts that are used only for research.
