Land exchanges are discretionary,
voluntary real estate transactions between the Secretary of
Agriculture (acting by and through the Forest Service) and a
non-Federal exchange party (or parties). Land exchanges can be
initiated by a non-Federal party (or parties), an agent of a
landowner, a broker, or a third party.
This is a reinstatement with
changes of a previously approved collection. Based on the past
three years activity, FS reduced the number of responses. Despite
this reduction, based on recent consultations with users the burden
hours increased as a result of increasing the per response times
for the Agreement to Initiate and Exchange Agreement.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
