The Transitional Living Program (TLP) is administered by Family and Youth Services Bureau (FYSB) through the U.S. Department of Health and Human Services (HHS) and is designed to provide long term housing and support to Runaway and Homeless Youth. Congress has requested that a study of TLP be conducted that reports on outcomes for youth exiting the program. "The study…should provide information on housing services available to youth upon exiting the program, including assistance in locating and retaining permanent housing and referrals to other residential programs. In addition, the study should identify housing models and placement strategies that prevent future episodes of homelessness." Thus, the central objective of the TLP evaluation is to investigate beyond the data contained in the RHYMIS system to find out what happens to TLP youth following the program exit.
