The solicitation certification requires offerors for a requirement in excess of $100,000 to certify whether the firm or its principals were currently suspended, debarred, proposed for debarment, indicted, or within 3 years of the offer had been convicted of any felonies or civil cases in which the United States brought the action arising from any Federal tax labor, and employment environmental, antitrust, or consumer protection laws. In addition, the offeror must advise the contracting officer prior to subcontracting with a contractor debarred, suspended, or proposed for debarment.
This clearance combines OMB clearances 9000-0094, 9000-0174, and 9000-0190. There is a net increase of 55,560 burden hours under this new information collection requirement. These changes are all due to adjustment of estimates, not program change. In some cases there were less respondents, due to current FY 2015 FPDS data. However, there were more respondents, when based on active registrants in SAM. The respondents and burden hours for 52.209-5 and -6 were broken out and separately estimated for better accuracy. Some of the response times were adjusted based upon analysis of the complexity required for the response.
