Upon implementation of Amendment 14 to
the Pacific Coast Groundfish Fishery Management Plan, NMFS
implemented a permit stacking program which allows vessels to stack
up to three permits on a vessel. This provision is known as a
own/hold control. This limit was intended to prevent concentration
of harvest privileges in a few persons, partnerships, or
corporations. However, unforeseen complications have arisen as many
persons, partnerships or corporations have harvest privileges in
both Alaska sablefish and West Coast sablefish fisheries. This new
collection of information would create a process for those vessels
that have been adversely affected by the limit, and who meet
certain qualifications, to apply for an exemption to the
three-permit rule.
