Emergency Clearance for Impleinentation of Revised CIPSEA
Pledge for Einstein Implementation

Emergency clearance is being sought for the Bureau of Labor Statistics' (BLS) for the packages
below in order to implement revised CIPSEA pledge language which is resulting from the
mandatory implementation of Einstein monitoring by the Depmiment of Homeland Security
(DHS).
The Cybersecurity Act of2015 mandates that Federal information systems be protected from
malicious activities through cybersecurity screening of transmitted data. The purpose of this
. request for emergency clearance is to implement a change to the CIPSEA pledge to notify
respondents of the Einstein monitoring. The BLS is required to implement Einstein by December
l 81h in accordance with the law; therefore, the BLS is submitting this Information Collection
Request (ICR) to the Office of Management and Budget (OMB) utilizing emergency review
procedures in accordance with the PRA95 (P.L. 104-13, 44 U.S.C. Chapter 35) and 5 C.F.R. §
1320.13.
The BLS has consulted with OMB on this request and has OMB approval to initiate the
emergency request process. The BLS plans to also submit an ICR seeking comments on the
revised pledge language. This ICR will be submitted to OMB under the standard clearance
process (although OMB has agreed to an expedited review schedule) and will give the public
another chance to coJlllllent on this collection.
