Program changes resulted in the deletion of two information collection requirements: • Requirement for Tribes to submit certain information for BIA to determine whether a Tribe’s project is eligible for the Indian Reservation Roads High Priority Project, because this project is deleted under the new MAP-21 law (§170.210); and • Provision allowing Tribes to challenge the data BIA used in the RNDF because Section 1119 of MAP-21 created a new formula for distribution of TTP funds among Tribes, which had the effect of overriding the existing Relative Need Distribution Formula (RNDF) that was published in 2004 (§170.231). Program changes also resulted in the addition of an information collection requirement, as a result of a statutory change: • Requirement for Tribes to submit an annual report of projects and activities carried out under TTP based on obligations and expenditures under the TTP during the preceding fiscal year. Together, these resulted in an increase in hourly burden of 5,420.
