The Department of Homeland
Security (DHS), U.S. Citizenship and
Immigration (USCIS) invites the general
public and other Federal agencies to
comment upon this proposed revision of
a currently approved collection of
information. In accordance with the
Paperwork Reduction Act (PRA) of
1995, the information collection notice
is published in the Federal Register to
obtain comments regarding the nature of
the information collection, the
categories of respondents, the estimated
burden (i.e. the time, effort, and

AGENCY:

The Department of Homeland
Security (DHS), U.S. Citizenship and
Immigration Services (USCIS) will be
submitting the following information
collection request to the Office of
Management and Budget (OMB) for
review and clearance in accordance
with the Paperwork Reduction Act of
1995. The information collection notice
was previously published in the Federal
Register on July 1, 2016, at 81 FR 43221,
allowing for a 60-day public comment
period. USCIS received 1 comment in
connection with the 60-day notice.
DATES: The purpose of this notice is to
allow an additional 30 days for public
comments. Comments are encouraged
and will be accepted until October 19,
2016. This process is conducted in
accordance with 5 CFR 1320.10.

(2) Title of the Form/Collection:
Application for Asylum and for
Withholding of Removal.
(3) Agency form number, if any, and
the applicable component of the DHS
sponsoring the collection: I–589; USCIS.
(4) Affected public who will be asked
or required to respond, as well as a brief
abstract: Primary: Individuals or
households. Form I–589 is necessary to
determine whether an alien applying for
asylum and/or withholding of removal
in the United States is classified as
refugee, and is eligible to remain in the
United States.
(5) An estimate of the total number of
respondents and the amount of time
estimated for an average respondent to
respond: The estimated total number of
respondents for the information
collection I–589 is approximately
157,372 and the estimated hour burden
per response is 12 hours per response;
and the estimated number of
respondents providing biometrics is
97,152 and the estimated hour burden
per response is 1.17 hours.
(6) An estimate of the total public
burden (in hours) associated with the
collection: The total estimated annual
hour burden associated with this
collection is 2,002,132 hours.
(7) An estimate of the total public
burden (in cost) associated with the
collection: The estimated total annual
cost burden associated with this
collection of information is $61,689,824.
