This ICR involves the collection of two streams of information that will enable DOE to ensure the impact and progress of DOE's voluntary Clean Cities Vehicle Programs, specifically, the PEV Scorecard and the National Clean Fleets Partnership. The PEV Scorecard ICR provides a scorecard allowing DOE Clean Cities Coalitions and Stakeholders to assess the level of readiness of their communities for plug-in electric vehicles (PEVs) for residential and fleet customers. Information collected is critical for DOE to provide respondents an objective assessment of community readiness for PEV adoption, understanding successful PEV deployment, and assuring appropriate evaluation of PEV deployment progress.
The Clean Fleets Partnership is an initiative through DOE that establishes strategic alliances with large private-sector fleets, providing them technical assistance and expertise to explore and adopt alternative fuels and fuel saving measures into their operations successfully. The initiative builds on the established success of DOE's Clean Cities program. Information collected is critical for DOE to develop an objective assessment and estimate of each fleet's impact and progress. Information would be used to establish a baseline of activities, inventories, and fuel use for each fleet, which will then be used for future comparisons and analyses of instituted programs and policies.
These activities are authorized under 42 U.S.C. Sec. 13252(a)-(b); 42 U.S.C. 13255; 42 U.S.C. 7256.

On OMB Form 83-I, there are changes noted. The changes to OMB Form 83-I are due to the addition of a new initiative under the DOEâs Clean Cities program, the initiative being the Ride and Drive Surveys. The adjustments, or increases, set forth in Items 13 and 14 of OMB Form 83-I do not represent any changes to the existing collections (PEV Scorecard, and National Clean Fleets Partnership), but rather only the addition of this new collection for the ride and drive survey effort to the existing and approved PEV Scorecard and Partnership collections/initiatives â the figures noted on Form 83-I and above in sections 13 and 14 include the costs associated with all of the three collections associated with the three initiatives that are covered by the requested amendment to the ICR.
