emergency approval for EIA to use the revised confidentiality
pledge in response to the Federal Cybersecurity Enhancement Act of
2015. OMB requests EIA to follow this approval with the publication
of a 60-day and 30-day federal register notice to solicit public
comment and submit the normal clearance request to OMB.

EIA is revising its CIPSEA
confidentiality pledge as required by the passage of the Federal
Cybersecurity Enhancement Act of 2015. This modifies the pledge for
11 surveys that are approved under six OMB control
numbers.
EIA is notifying the
public of the revisions to its confidentiality pledge used in
surveys protected under the Confidential Information Protection and
Statistical Efficiency Act.This revision is necessary because
EINSTEIN 3A cyber program is running on all EIA data systems as
required by provisions under the Cybersecurity Enhancement Act of
2015.

These revisions to the Agency's
CIPSEA pledge are required by the passage and implementation of the
provisions of the Federal Cybersecurity Enhancement Act of
2015.
