HUD intends to evaluate the Rental Assistance Demonstration (RAD) program to understand the impact of RAD on 1) the preservation and improvement of former public housing units, 2) the amount of private capital leveraged as a result of such conversions, and 3) the impact of conversion on residents. Data will be collected from PHAs and stakeholders via web and telephone surveys, and a cohort of residents will be enrolled into a future resident outcomes study.
