This action is necessary to address
multiple recommendations provided to USDA by the NOSB to add
specificity about animal welfare practices with the purpose of
ensuring consumers that conditions and practices for livestock
products labeled as organic encourage and accommodate natural
behaviors and utilize preventive health care practices.

Since the proposed rule, the
estimated burden hours has been updated on the number of organic
livestock producers complying with the reporting and
certifications. The number of accredited certifying agents
increased and training hours has been added.
On behalf of this Federal agency, I certify that
