This request concerns information collection requirements related to organizational conflicts of interest by contractors in major defense acquisition programs. DFARS 209.571-8 and the associated provision at 252.209-7008 implement section 207 of the Weapon Systems Acquisition Reform Act of 2009. DFARS provision 252.209-7008(b) requires an offeror to submit a mitigation plan if requesting an exemption from the statutory limitation on future contracting.
The estimates associated with this renewal have been revised based on a reduced number of major defense acquisition programs (MDAPs) and pre-MDAPs. In addition, the renewal utilizes the current Office of Personnel Management hourly rate for a General Schedule (GS) 15 employee to calculate the costs.
