Explanation of Non-Substantive Changes to OMB Control Number: 3060-1224:

• FCC Form 1875

Purpose of this Submission: The Commission is seeking a non-substantive change request for this information collection. This submission seeks to update FCC Form 1875.

FCC mistakenly stated in the supporting statement that this form would be distributed as a fillable .PDF file. In fact, FCC will distribute this form as a paper form. The reason for using a paper form is to reduce the risk of a person other than the winning bidder submitting a fraudulent form to direct the payment to its own bank account rather than the wining bidder’s. FCC will mail the paper form directly to each winning bidder, thereby reducing the risk that a would-be fraudster will obtain a copy of the form within the time window to submit it for payment. The use of the paper form is one of several anti-fraud measures FCC is using, including comparing data from this form to data the winning bidder enters on-line and requiring notarized signatures on the form.
