Fishing vessels permitted to participate in federally permitted fisheries in the Northeast Region are required to submit logbooks containing catch and effort information about their fishing trips. Participants in the tilefish and open access herring fisheries are also required to make reports on the catch through an Interactive Voice Response (IVR) system. In addition, vessels fishing under the Exempted Fishing Permit (EFP) or Mid-Atlantic Research Set-Aside (RSA) programs are required to submit research catch information through the IVR system. This revision would require vessel operators of Federally permitted fishing vessels that catch a set of previously unmanaged forage species within Mid-Atlantic Federal waters to report the catch of these species or species groups in trip-level logbooks. New species and species groups codes would be created to facilitate the reporting of these species and species groups. The information submitted is needed for management of the fisheries.
