The difference is because in the previous renewal, burden numbers were compiled based on the highest number of respondents and responses per respondent for all three years added together, instead of averages per year. The 2017 estimates are calculated by taking the raw annual data collected from inspections on Sec. 8e crops entering the U.S. market and finding the three-year averages.
