Supplemental Document: Justification for a no material/non-substantive change
The following changes were made to the ATF F5300.3A
The last sentence in the first question,” Licensed Collectors of Curios and Relics (type 03) are NOT required to turn in their records the wording since the license did NOT authorize any business with respect to firearms. Any records submitted by Collectors will be returned”. The sentence was shortened to say “Licensed Collectors of Curios and Relics (type 03) are NOT required to turn in their records”.
Second question referenced ATF Ruling 2008-2. That ruling has been updated and is now ATF Ruling 2016-1.
Clarification was made on the second question concerning the variance and the printouts and ASCII text files. We changed it from 27 CFR 478.125(e) to “Subpart H of Title 27 CFR part 478.
