Terms of Clearance: The agency is receiving 13771 deregulatory credit for the policy change to allow KTNs to satisfy the requirements for an SSI Threat Assessment Application. The agency is encouraged to continue to find ways to streamline similar government background check programs as these programs often collect similar information.

Abstract: TSA is implementing Section 525 of the DHS Appropriations Act by establishing a process whereby a party seeking access to SSI in a civil proceeding in federal court that demonstrates a substantial need for relevant SSI in preparation of the party’s case may request that the party, party representative or court reporter be granted access to the SSI. In order to determine if the individual may be granted access to SSI for this purpose, TSA will conduct a criminal history records check (CHRC) and threat assessment. Individuals will be required to submit information including identifying information and an explanation supporting the party’s need for the information.

Short Statement: TSA has adjusted the scope of the collection after further review, which in turn effected the hour and cost burden estimates. However, the estimated number of respondents increased from 127 to 263. There was a reduction of estimated burden hours from 324 to 275, a reduction in opportunity cost burden from $22,537 to $8,880, and an increase in estimated Federal Government costs from $7,890 to $10,634.
