intended to make multi-purpose lighters subject to it resistant to
successful operation by children younger than 5 years of age. There
are product testing and record keeping requirements for
manufacturers (including importers) and private labelers.

There are currently an
estimated 61 firms that import, distribute and/or sell
multi-purpose lighters in the United States, an increase from 59
which was the figure used for the burden estimate for the last
renewal in 2014.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
