Section 1881(h) of the Social Security Act, as amended by Section 153(h) of the Medicare Improvements for Patients and Providers Act, authorizes the establishment of a quality incentive program for renal dialysis facilities. Beginning in CY 2016, renal dialysis facilities have been required to collect and submit data on quality reporting measures to CMS using Consolidated Renal Operations in a Web-Enabled Network (CROWNWeb); in CY 2018, this will be increased to eight quality reporting measures. Measures are added to the ESRD Quality Incentive Program in order to ensure a measure set that reflects the appropriate level of care and the most important areas of service furnished by renal dialysis facilities. Measure data are intended to be publicly reported.

For PY 2020 (Calendar Year 2018), we added two new measures to be collected using data entered in CROWNWeb: the Serum Phorphorus Reporting Measure and the Ultrafiltration Rate (UFR) Reporting Measure, which accounts for the significant increase in burden hours noted for PY 2020 (CY 2018). For PY 2021 (Calendar Year 2019), we are proposing to replace two existing measures in the ESRD QIP with two proposed measures, which will be calculated using data collected in CROWNWeb. The number of facilities is expected to increase from 6,264 in CY 2017 to 6,454 in CY 2018. The burden hours have increased from 1,917,852 to 3,022,830 due to the new measures being added for CY 2018 and CY 2019.
