Part B. Collections of Information Employing Statistical Methods

It is clear within the document that qualitative information will be gathered and no estimates will be created from this data. The sample scheme appears to be appropriate and well defined. The sample units selected will be the states themselves (including the different territories under the state terminology). If a state has more than one agency for their Child Nutrition Programs will all the agencies be included in the sample?

Since there will be no estimates produced, no weighting, nonresponse, or estimation procedures are needed. This was all clearly stated in the document.
