Abstract: The purpose of this study is to identify factors that influence State SAE spending, assess the effectiveness of the current formula used for SAE fund allocations, and develop and test a range of possible alternative algorithms to improve the formula.

Short Statement: This is a new information collection to collect data through a study which will be used to assess the effectiveness of the current formula used for State Administrative Expense (SAE) allocations. It will add 228 burden hours and 366 responses as a program change to OMB's burden inventory.
