Abstract: The DoD Postsecondary Education Complaint Intake was implemented in January 30, 2014 in response to Presidential Executive Order 13607. The Executive Order addresses the problem of aggressive and deceptive targeting of Service members, Veterans, and their families by some postsecondary education institutions. Section 4 of the Executive Order required that a centralized complaint system be developed for military students receiving Federal educational benefits to report egregious actions committed by some educational institutions against them.

Short Statement: When the initial records collection for PECS was submitted, it was a pilot therefore the burden was estimated. The burden was changed to reflect actual numbers of complaints using an average of the three years FY 14-16 that complaints were submitted.
