The Commission has taken the actions
discussed below to immediately stem increasing instances of
interference to 800 MHz public safety communications systems as
well as address the underlying cause of 800 MHz interference. The
PRA burden involves the exchange of information to avoid
interference and to resolve interference complaints. The PRA burden
also involves the exchange of information to facilitate incumbent
relocation. This information exchange is necessary to effectuate
band reconfiguration, i.e. to spectrally separate incompatible
technologies, which is the underlying cause of interference to
public safety. Overall the PRA burden is necessary to enable the
Commission to determine the parties are acting in good faith in
resolving the 800 MHz public safety interference problem and to
keep the 800 MHz transition moving efficiently.
There are adjustments/
decreases to this information collection. The total number of
respondents decreased from 670 to 428 (-242), total annual
responses decreased from 3,326 to 2,143 (-1,183) and the total
annual burden hours decreased from 10,691 hours to 7,411 (-3,280
hours). Also, the total annual cost decreased from $48,800 to
$7,200 (-$41,600). Theses change are due to a re-estimate of the
number of responses given the (1) increasing number of 800 MHz
licensees that have completed 800 MHz rebanding and (2) decreasing
number of licensees that have filed interference complaints.
