Title: H-2A Application for Temporary Employment Certification; An employer seeking temporary labor certification under the H-2A visa program must submit an application and all required supporting documentation to the Department of Labor’s (Department's) Office of Foreign Labor Certification (OFLC) either electronically using the iCERT System (http://icert.doleta.gov) or by U.S. mail. In an effort to provide better customer service and ensure better quality applications are submitted for review, OFLC created a separate Quick Start Guide that provides easy to understand steps and instructions for employers to use in filing H-2A applications using the iCERT System. The Department is requesting a non-substantive change of this information because the Quick Start Guide does not effectuate any change to the OMB approved ETA Form 9142A or its accompanying instructions. Additionally, the Department has provided a 508 compliant Form ETA-9142A: H-2A Application for Temporary Employment Certification, General Instructions and Quick Start Guide.
