Part 74 establishes requirements for material control and accounting of special nuclear material (SNM), and specific performance-based regulations for licensees authorized to possess, use, and produce strategic SNM, and SNM of moderate strategic significance and low strategic significance. The information is used by the NRC to make licensing and regulatory determinations concerning material accounting of SNM and to satisfy obligations of the United States to the International Atomic Energy Agency. Submission or retention of the information is mandatory for persons subject to the requirements.

The burden has decreased from 9,914 hours to 8,869 hours, a decrease of 1,045 hours. Since the last submittal, the number of fuel fabricator licensees decreased from 5 to 3 and the number of enrichment licensees decreased from 2 to 1, resulting in an overall decrease in the estimated burden for 10 CFR Part 74 information collections. NRC staff reviewed and updated the total number of recordkeepers under 10 CFR Part 74 to ensure the total includes reactor licensees, independent spent fuel storage installations, and research and test reactors subject to 10 CFR Part 74. As a result of this review, the count of recordkeepers increased to 156. As a result of this adjustment, the number of responses has changed from 170 (150 recordkeepers plus 20 responses) to 173 (156 recordkeepers plus 17 responses).
