This information collection implements provisions of the policies and procedures applicable to RUS electric borrowers when purchasing materials and equipment and when constructing system facilities by contract or force account.

There is a 20 hour decrease in the estimate of burden hours, from 98 to 78. The decrease is due to an agency adjustment because of a decrease in the numbers of electric program borrowers from 648 to 568, that resulted in 9.08 fewer hours. Among the 249 telecommunications and broadband respondents, significant adjustments were necessary due to the streamlining of other forms and contract processes.
