This information collection request
would require a person owning or operating an underground natural
gas storage facility to develop and maintain records on compliance
with 49 CFR 192 regulations and provide information to the
Secretary of Transportation at the Secretary's request. The purpose
of the collection is to provide safety oversight in an effort to
prevent pipeline incidents and to enforce regulatory compliance.
Examples of the required records include operations and maintenance
procedures, results of required tests, records of inspections and
repairs, and notifications to the public. Records are to be made
when applicable and maintained as prescribed in the code of federal
regulations.

This information collection
request is due to a new collection being created to address
provisions of the Safety of Underground Natural Gas Storage
Facilities Interim Final Rule. Operators of underground natural gas
facilities are required to make and maintain various records in
accordance with API RP 1170 and 1171. 124 newly regulated entities
are now required to keep records. Operators must also document, and
maintain the records of such documentation, if it plans to deviate
from a provision of the Recommended Practices.
