The Annual Tank Car Survey is a voluntary survey of Tank Car Shops. Tank Car Shops are the manufactures of rail cars and they build, repair, and retrofit rail cars to meet industry standards. This survey is going out to all Tank Car Shops who are certified by the Association of American Railroads to build or retrofit rail tank cars to the DOT-117 or 117R standard. In Section 7308(c) of the FAST ACT directs the Secretary of Transportation to conduct a survey of tank car facilities to obtain an estimate of tank cars projected to be modified or built to the new safer DOT specification 117 or 117R. Per the legislation, this survey will be conducted annually until 2029. The information collected will be a projection of rail tank cars to be built to the DOT-117 specification and a projection of rail tank cars to be retrofitted to the DOT-117R specification during the calendar year. The requested information will be submitted via a secure web tool to BTS staff for inclusion in an aggregated form as part of a report to Congress. The report to Congress will also be published on the BTS website. The purpose of the collection is to show industry progress towards meeting the deadlines imposed by the Department of Transportation on the types of rail tank cars permitted to transport Class 3 flammable liquids. This new data collection is required by the FAST Act.

The increase in burden is a result of a new requirement on the Department of Transportation by Congress in the FAST Act. In carrying out the mandate, BTS is seeking to limit the burden as much as possible while still satisfying the legislative requirement.
