The program increased the number of respondents from 10 to 20, adding 10 importers and additional greenhouse registrants. Agency burden estimates for five activities were adjusted. Four have increases, one of them significant with third party reporting (labeling). The fifth activity showed a decrease in responses and burdens. Six activities have discretionary program changes attributed to additional respondent types being added to the activities with resultant increases in responses and burden. Four activities are new and not captured in previous submissions. They are below the reporting threshold and added for burden analysis. Finally, the 2015 renewal request had a clerical error and underreported the burden by 64 hours.
