The NPRA Survey will provide essential
data on the research and development activities performed and
funded by nonprofit organizations in the U.S. The survey will allow
NCSES to better understand the current range of nonprofits and help
determine the most effective data collection questions and sampling
protocols necessary to gather the nonprofit R&D expenditure
data. The results of the survey will be another step toward
producing valid and reliable estimates of nonprofit R&D
activity in the U.S.

The NPRA Pilot Survey included
a question that asked the respondent the total amount of staff time
it took their organization to complete the questionnaire. An
analysis of the data revealed that the survey is far less
burdensome than anticipated.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
