Abstract: This submission and its supporting statement seeks OMB approval for the Marketing Agreement to allow pecan handlers the opportunity to further the formation of a Federal marketing order for pecans, as well as an industry council that will locally administer the marketing order under the Agricultural Marketing Service's (AMS) supervision.

Short Statement: This Justification for Change is to merge two forms into the approved O581-0291 collection in order to keep all forms in one collection. Also changing the form numbers with an SC to replace the previous form identifier of FV. With the merge of two forms, we are increasing the burden by 185 hours.
