The Defense Security Service deploys and analyzes an annual survey of defense industry for personnel security investigative requirements. This survey is critical to assist DoD in planning and requesting sufficient appropriations to ensure that industry personnel security clearance and investigative needs are met. Failure to obtain sufficient and accurate projections can adversely impact US military operations, US government procurement and NISP cleared defense industry.

DSS transitioned the data collection for OMB 0704-0417 from a commercial survey vendor to the National Industrial Security System (NISS). The transition streamlined processes and eliminated the contact validation phase, which reduced the time burden on industry to complete the survey. The burden time for each respondent to complete this survey has reduced to 30 minutes from 80 minutes since the last time this collection was approved in 2015. This data collection is a census of approximately 11K cleared contractor facilities available in the National Industrial Security System (NISS).
