PART B INTRODUCTION
The Office of Adolescent Health (OAH) is requesting revision of approval for the collection of performance measures for the Teen Pregnancy Prevention (TPP) Program grantees for a 3 year period. The TPP Program was initiated in FY 2010 as one of six major evidence-based policy initiatives across the Federal government. OAH supports two types of grants through the TPP program (1) projects that replicate evidence-based TPP program models that have been shown to be effective through rigorous evaluation, referred to as Tier 1 and (2) research and demonstration projects that develop and test additional models and innovative strategies to prevent teen pregnancy, referred to as Tier 2. Funding for the TPP Program is authorized under the Consolidated Appropriations Act, 2014 (P.L. 113-76) and the Continuing Resolution for FY 2018 (Public Law 115-124). The Act provides $100 million in FY 2018 for making competitive awards to public and private entities to fund programs that reduce teen pregnancy. In FY 2018, OAH anticipates awarding cooperative agreements to 84 organizations.
Performance measures have consistently been a requirement of the TPP grant program since its inception. The measures that are included in this information collection request previously received OMB clearance (0990-0438) and have been successfully used over the past 7 years with 2 cohorts of TPP grantees.
This Supporting Statement requests renewal of approval for collection of performance measures for the second cohort of TPP grantees. A 3 year clearance is requested.
The performance measures data collection will fulfill several important functions. First, OAH expects its grantees to utilize the measures to make continuous quality improvement in their program implementation and inform their partners and stakeholders about implementation and sustainability progress. Second, performance measures provide OAH with metrics for monitoring TPP grantees so that project officers can provide technical assistance when needed. Finally, OAH uses the measures to report to OASH, OS, our budget office, and Congress on the grantees’ progress. Performance Measure data collection is a requirement of all TPP grant awards and is included in the funding announcements.
We estimate up to 84 grantees will receive funding in FY 2018. All of these grantees will be reporting data--there will be no sampling of respondents. For observed quality and fidelity measures, grantees will report on a sample of at least 5% of program sessions; Tier 1B grantees will report on up to 5% of sessions, while the other grantees will report on 10%.
B2. Procedures for the Collection of Information
Most of the program-level measures (pertaining to participant reach, dosage, and fidelity) collected by grantees and their sub-awardees will be collected by aggregating data obtained from the staff implementing the program. The grantee-level measures (such as number of partners, training, dissemination, sustainability), will be tracked and summarized from the grantees’ or sub-awardees’ records. All measures will be entered into a web-based portal.
B3. Methods to Maximize Response Rates and Deal with Non-response
Because completion of performance measures has been a funding requirement for the TPP cooperative agreements since the first cohort was awarded in 2010, we have had nearly a 100% grantee response rate for TPP grantees over the past 7 years. This requirement was stipulated in each of the funding opportunity announcements for the FY 2015 awards. All current grantees have been trained and receive ongoing technical assistance in the web based data collection procedures to facilitate their reporting.
