Who must comply?	The regulations state that any U.S. vessel or vessel assimilated as one without nationality less than 100 meters (328 feet) in length must have a Coast Guard permit to depart from within U.S. territorial sea and thereafter enter Cuban territorial seas regardless of intervening entry into, passage through, or departure from any other territorial waters. The regulations are enforceable against the vessel, its owner, agent, master, officers, persons in charge and members of the crew.
What is this collection about?	This information is used by the Coast Guard (CG) to preclude covered vessels from departing U.S. territorial sea and thereafter enter Cuban territorial seas, unless such vessels hold the licenses from other government agencies that allow them to engage in exports to and transactions with Cuba.
Where do I find the requirements for this information?	Title 33 CFR Part 107, implemented under the authority of 50 USC 192, 50 USC 194, 50 USC 195, 14 USC 141; Presidential Proclamations 6867 and 7757; and Secretary of Homeland Security Order 2004-001.
When must information be submitted to the Coast Guard?	An applicant must submit information on form CG-3300 “Application for Permit to Enter Cuban Territorial Seas” to the Coast Guard Seventh District before a permit can be issued authorizing departure.
How is the information submitted?	Applicants for a Coast Guard permit must mail or fax completed applications to the Coast Guard Seventh District at (305) 415-6809 for approval.
What happens when complete information is received?	The CG will review the information and determine if the applicant holds the required licenses from other government agencies that allow them to engage in exports to and transactions with Cuba.
