The current study proposes to field multiple waves of data collection, some using an RDD telephone design and some using a non-probability online panel. OMB appreciates FEMA’s attempts to identify data collection procedures that may reduce costs and respondent burden. FEMA agrees to provide OMB with a report describing how the results from the two methods of data collection compare, and on the costs and benefits associated with the different methods within 2 years of clearance.

Through improved understanding of the relationship between an individual's preparedness knowledge, actions, and perception and self-efficacy, FEMA will be able to draw some conclusions as to how these factors contribute to and/or hinder life-saving responses and short and long-term recovery, with a focus on historically underserved communities.
