Re: Program for International Student Assessment 2018 (PISA 2018) Main Study Video Change Request (OMB# 1850-0755 v.22)

The Program for International Student Assessments (PISA) is an international assessment of 15-year-olds which focuses on assessing students’ reading, mathematics, and science literacy. PISA was first administered in 2000 and is conducted every three years. The United States has participated in all of the previous cycles, and is participating in 2018 in order to track trends and to compare the performance of U.S. students with that of students in other education systems. PISA 2018 is sponsored by the Organization for Economic Cooperation and Development (OECD). In the United States, PISA is conducted by the National Center for Education Statistics (NCES), within the U.S. Department of Education. In each administration of PISA, one of the subject areas (reading, mathematics, or science literacy) is the major domain and has the broadest content coverage, while the other two subjects are the minor domains. PISA emphasizes functional skills that students have acquired as they near the end of mandatory schooling (aged 15 years), and students’ knowledge and skills gained both in and out of school environments. PISA 2018 will focus on reading literacy as the major domain. Mathematics and science literacy will also be assessed as minor domains, with additional assessment of financial literacy. In addition to the cognitive assessments described above, PISA 2018 will include questionnaires administered to assessed students, school principals, and teachers. The PISA 2018 field test was conducted in April-May 2017. The PISA 2018 main study recruitment began in October 2017 and data collection will be conducted October-November 2018. The request to conduct PISA 2018 main study was approved in April 2018 (OMB# 1850-0755 v.21). This request provides a link to and the script for the PISA 2018 voice-over video to be used with students interested in learning more about PISA before the main study assessment

The PISA 2018 video will be used during meetings with the sampled students prior to the assessment. The video describes what PISA is, how it is conducted, the role of students in the assessment, and what they can expect, including showing sample items. The only change to the approved PISA 2018 materials (OMB# 1850-0755 v.21) is that the placeholder text in Appendix A (“This presentation video is designed to both inform students of the details and importance of the study and to motivate them to participate and do their best. The presentation video is planned to be approximately 12 minutes in length. The video provides an overview of what PISA is and its goals internationally. It also will describe what students need to do, and will show demonstrations of how to work with PISA computer-based items. By April 2018, we will submit a change request to OMB to augment this page with a link to the video and its script. The final video will be captioned”) was replaced with the PISA 2018 Student Presentation Video link and script on pages 119-142 of Appendix A. Once approved, the video will be made 508 compliant.

This request does not introduce changes to respondent burden or the cost to the federal government.
