In 1991, the Commission adopted rules
governing telecommunications relay service (TRS) and procedures for
each state program to apply to the Commission for certification and
renewal of certification of each state program. In 2011, the
Commission adopted a new and modified certification process for
Internet-based TRS (iTRS) providers to ensure that iTRS providers
receiving certification are qualified to provide iTRS in compliance
with the Commission's rules, and to eliminate waste, fraud and
abuse through improved oversight of such providers.
