NOAA operates a direct loan program to assist in financing certain actions relating to commercial fishing vessels, shoreside fishery facilities, aquaculture operations, and individual fishing quotas. Application information is required to determine eligibility pursuant to 50 CFR Part 253 and to determine the type and amount of assistance requested by the applicant. An annual financial statement is required from the recipients to monitor the financial status of the loan.

Adjustments: The total estimated number of responses has decreased from 451 to 311 and the estimated average response time for new applicants has remained 10 hours, based on our best estimates using the last 3 years of data. The decrease in the number of responses is related to a decrease in the total allowable catch for halibut and sablefish. This has resulted in a decreased number of applications for our IFQ loan program and thus, of reports. The previous estimate of applications per year was 75, and reports, 376. There is a decrease of 400 hours: for applications, from 750 to 600, and for reports, from 752 to 502. The increase in the average estimated cost per response has increased from $5.75 to $9.00 due to increases in estimated postage and duplication cost.
