FMCSA proposes a survey to inquire about driver commuting practices to fulfill Section 5515 of the Fixing Americaâs Surface Transportation Act, 2015 (FAST Act). Section 5515 of the FAST Act requires FMCSA to conduct a study on the safety effects of motor carrier operator commutes exceeding 150 minutes. The administrator is then required to submit a report to Congress containing the findings of the study.
The survey proposed within this information collection request is seeking to gather information on the prevalence of excessive (greater than 150 minutes) driver commuting in the commercial motor vehicle (CMV) industry, including the number and percentage of drivers who commute; the distances traveled, time zones crossed, time spent commuting, and methods of transportation used; research on the impact of excessive commuting on safety and CMV driver fatigue; and the commuting practices of CMV drivers and policies of motor carriers.
Responding to the collection which is a survey is voluntary. Current and past drivers of freight and passenger vehicles are expected to respond in order to disclose information. The information collection is a one-time survey.
CMV driver characteristics is collected by the survey, as follows:
⢠Work history;
⢠Commuting time, transportation mode, and recording of that time;
⢠Driving schedules;
⢠Rests and breaks;
⢠Miles driven annually; and
⢠Demographics.
Using a Mail-Web methodology, the questionnaire of the driver commute survey will be sent out by the research team, on behalf of FMCSA, to 12,000 randomly selected drivers, as identified in step 1. These drivers will be solicited to complete an online survey, using a recruitment letter (with a $2 pre-incentive), a reminder postcard, and a second follow-up letter. The letter will inform the drivers that they will receive a check for $10 upon completion of the survey, which is expected to require an average of 20 minutes to complete. Based on low response rates in this industry, the expectation is that approximately 4.17 percent of the 12,000 (500) selected drivers (out of a universe of approximately 4 million drivers) will complete the survey on the Web. Therefore, the burden estimates developed for this study are based on the expectation that FMCSA will receive 500 responses. The survey will be conducted online, which does not require any data entry staff; the recruitment letters will provide the drivers with a personal identification number (PIN) to allow them to access the online survey.
FMCSA will receive the information FMCSA on driver commuting practices and potential safety outcomes. The primary purpose of this study is to develop a report to Congress to satisfy the requirements mandated in the FAST Act.
The Agency received 381 comments in response to this notice, of which 18 were supportive of the study, 22 were deemed not relevant to this information collection, 11 were neutral or provided information regarding the proposed topic of driver commuting, 326 were negative toward the study.
