In conjunction with USAID's proposed rule that would amend the Agency's Acquisition Regulation (AIDAR) to incorporate a new contract clause responding to the directives of E.O. 13642, OMB Memorandum M-13-13, and OMB Circular A-130, USAID plans to require contractors to register and submit to the Agency's Development Data Library a copy of certain datasets created or obtained in performance of USAID-funded contracts, including datasets produced by a subcontractor at any tier. Contractors will budget for and be reimbursed all costs associated with registration and submission of datasets during contract implementation.

The information collection requirements that USAID proposes to add to the USAID Acquisition Regulation (AIDAR), published as 48 CFR Chapter 7, are needed to ensure USAID's compliance with E.O. 13642 and the accompanying OMB Memorandum M-13-13, "Managing Information as an Asset."
