Abstract: In conjunction with USAID's proposed rule that would amend the Agency's Acquisition Regulation (AIDAR) to incorporate a new contract clause responding to the directives of E.O. 13642, OMB Memorandum M-13-13, and OMB Circular A-130, USAID plans to require contractors to register and submit to the Agency's Development Data Library a copy of certain datasets created or obtained in performance of USAID-funded contracts, including datasets produced by a subcontractor at any tier. Contractors will budget for and be reimbursed all costs associated with registration and submission of datasets during contract implementation.
