Short Statement: The average number of respondents has increased from 68,627 to 71,275. As a result of this increase in respondents, the hour burden has increased from 22,876 to 23,758. The costs to the government have changed because the method for determining the cost to the government estimations has changed since the last renewal so that the methodology is now consistent with cost estimation processes used throughout the Department of State. The cost burden to respondents went from $0 to $1,151,075.10 because during the last renewal we did not calculate the cost burden to respondents to submit the application.
