49 CFR Part 193 requires operators of liquefied natural gas (LNG) facilities to maintain records, as needed, pertaining to facility design, operations, maintenance, and personnel training. The purpose of this mandatory information collection request is to ensure compliance with the record keeping requirements prescribed in the federal pipeline safety regulations. LNG operators must make and maintain records as described and have those records available for compliance inspection by PHMSA staff upon request. Examples of such records include the results of personnel training activities; records of materials used for components, buildings, foundations, and LNG support systems; maps; and various facility maintenance activities. Most records of the required records are to be kept for as long as the facility is in service. Personnel records must be maintained for one year after personnel are no longer assigned duties at the LNG plant.

There is no change to the program at this time, however, the number of responses has been adjusted to account for the various record keeping activities LNG facility operators will undertake. Previously, we estimated the number of responses to be 101 in accordance with the number of LNG facilities. During this renewal, we reorganized our submission by separating the required recordkeeping activities into separate information collections. Instead of counting the number of responses by the number of operators keeping records, we counted the number of responses by the number of records that are required to be kept. PHMSA estimates that each of the 101 operators will keep 400 records per year which leads to 40, 400 responses per year instead of 101. As a result, the number of responses has been adjusted from 101 to 40,400. Because we did not add or remove any of the existing recordkeeping requirements, the overall hourly burden estimate for this information collection remains the same.
