The Environmental Protection Agency’s Landfill Methane Outreach Program (LMOP) has authority to collect certain information from program Partners through EPA ICR 1849.07 (OMB Control No. 2060-0446; expiration May 31, 2019). One of the three data collection categories authorized under this ICR is annual collection of updates on landfill and landfill gas energy project data from select LMOP Partners. When the ICR was renewed in 2016, the Supporting Statement included language about transitioning to an electronic data collection method, in place of the previous method of emailing pre-populated spreadsheets to select Partners. No public comments were received during the public comment period for the 2016 ICR renewal related to the transition to electronic reporting.
We have established a new electronic method of data collection using an existing Agency system, the Electronic Greenhouse Gas Reporting Tool (e-GGRT). We seek to collect data from select LMOP Partners using this electronic system as soon as OMB approval is obtained.
Data fields recorded, questions asked, and the respondent pool shall remain unchanged. Existing data from the LMOP Database will be pre-populated in the e-GGRT data form. As stated in the 2016 ICR Renewal Supporting Statement, we anticipate the new electronic system will eventually decrease respondent burden for submitting data and improve the efficiency of data collection. These effects, however, are anticipated to be minor. At this point, EPA does not feel it is necessary to adjust the burden levels described in the currently approved ICR package. If merited, those adjustments will be included in the collections next renewal submission.
