OIRA is granting
this emergency revision, but notes that the need for emergency
approval was not precipitated by the arrival of Hurricane Florence,
but rather by the agency's lack of adequate planning to allow time
for the collection to go through notice and comment. Despite that
fact, OIRA is approving this emergency so that FEMA can best
respond to the needs of those impacted by the hurricane. The agency
has received an approval of three months. When the agency resubmits
this collection, it will be after going through notice and comment
as required by the statute. The agency will work to ensure that all
necessary updates are in place and have gone through the normal PRA
process prior to the start of the next hurricane season and will
brief OIRA in the coming months to demonstrate that it has
developed a plan to accomplish this goal.

Disaster Assistance Registration is a
program used to provide financial assistance and, if necessary,
direct assistance to eligible individuals and households who, as a
direct result of a disaster, have uninsured or under-insured,
necessary expenses and serious needs and are unable to meet such
expenses or needs through other financial means.
It is vital that the
revisions to the currently-approved information collection be
implemented as soon as possible because of upcoming potential
disaster declarations. In accordance with the Paperwork Reduction
Act (PRA)and the 0MB implementing regulations at 5 C.F:R. §
1320.13: (1) th.is information is necessary to the mission of the
agency, (2) this information is necessary prior to the normal
timeframes established under the PRA, (3) public harm is reasonably
likely to result. if normal clearance procedures are followed, and
( 4) unanticipated events are likely to occur. FEMA requests
approval to revise 0MB Collection 1660-0002 Disaster Assistance
Registration in the following manner: Addition of applicant
self-assessment questions and Addition of identity-proofing
questions
