Abstract: Subcontractor Past Performance Pilot Program implements Section 1822 of the National Defense Authorization Act (NDAA) 2017 by establishing a pilot program for small business concerns not possessing a past performance rating as a prime contractor and are performing as a first tier subcontractor under a covered prime contract. The voluntary program can enhance small business competitiveness for prime contract awards by providing a past performance rating in the system used by the Federal government.
