The purpose of this information collection associated with rulemaking is to comply with the requirements to properly certify and recertify TANF eligible as SNAP eligible as well as to determine which households are ineligible. This proposed rulemaking will create a clearer and more consistent nationwide policy that limits categorical eligibility to households that have sufficiently demonstrated need by qualifying for non-cash assistance from TANF programs designed to assist low-income households and ensure program integrity. The revisions for these regulations would also help to ensure that receipt of nominal, one-time benefits or services does not confer categorical eligibility and eliminate the distinction between programs based on the composition of Federal TANF or State MOE funding.
