Section 2330a of title 10, United
States Code requires the Secretary of Defense to submit to Congress
an annual inventory of contracts for services performed during the
prior fiscal year for or on behalf of the Department of Defense
(DoD). The inventory must include the number of contractor
employees, expressed as full-time equivalents for direct labor,
using direct labor hours and associated cost data collected from
contractors. DoD will follow the Army's best practice and leverage
their Contractor Manpower Reporting Application (CMRA) automated
system to collect this information for all organizations in the
DoD.
The burden has decreased since
the previous approval due to the consolidation of the four Service
systems into a single Enterprise-wide Contractor Management
Reporting Application. This system is automatically populated and
minimizes the burden imposed by reporting requirements.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
