The proposed rule would require applicants who seek FAA acceptance of means of compliance and Declarations of Compliance to submit applications to report requested information. In addition, manufacturers who produce small UAS in accordance with the proposed standards would be required to disclose information by labeling all small unmanned aircraft eligible to operate over people within two of the three categories the proposed rule would permit for such operations. Lastly, for two of the three categories of aircraft eligible to operate over people, manufacturers who obtain acceptance would be required to make available remote pilot operating instructions that describe the small UAS and the declared category or categories of eligibility, describe permissible modifications that would not change the ability of the small UAS to meet the requirements for the applicable category or categories; and, if applicable, instruct operators on how to verify and change the mode or configuration of the small UAS.
