The Public Buildings Cooperative Use
Act of 1976 (PL 94-541) encourages the use of auditoriums, meeting
rooms, courtyards, rooftops, and lobbies of public buildings by
persons, firms, or organizations engaged in cultural, educational,
or recreational activities that will not disrupt the operation of
the buildings during normal business hours. GSA recognizes that
once such areas have been designated by the Congress as public,
consideration must be given to the Constitutional guarantees of
freedom of speech, free exercise of religion, and the right of
peaceable assembly.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
